Responsible for facility operations, repairs, and capital improvements of all Fisher-Titus Health buildings and leased facilities. Manages and administers all departmental programs and services relating to functional maintenance, system operations and utility services. Develops and ensures successful achievement of department goals and objectives to assure the welfare, comfort, and safety of patients, visitors, and staff as they relate to maintenance, repair, operation, and modification of all health system buildings, grounds, mechanical, and electrical systems, and equipment. Chairs the Environment of Care Committee and ensures compliance with all accreditation and occupational health and safety standards. Leads and manages major and minor construction projects. Develops and implements department programs and services. Manages and oversees real estate lease agreements for the system. Other duties as assigned.
ESSENTIAL FUNCTIONS
Administers and directs all activities of the department. Establishes and adjusts staffing levels, reporting relationships, job descriptions, policies and procedures, management systems, performance standards, staff training, and development of human resources for the department.
In collaboration with senior management, develops, establishes, and monitors department expense budgets. Ensures the procurement of labor, materials, purchased services, utilities, and contracts necessary to operate, maintain, repair, and clean the buildings, grounds, systems, and services as outlined in department’s scope.
Responsible for department hiring and employee relations, recommends wage and salary rates, assures orientation of new employees, and oversees all performance appraisals.
Writes or solicits requests for proposals for services; reviews and negotiates contract terms. Recommends contract proposals to senior management, including engagement of consultative services, when necessary.
Is responsible for all departmental fiduciary matters including but not limited to authorization of purchase requisitions, bills, contractor payments, labor reports and overtime assignments. Analyzes financial reports and provides explanations or justifications when required.
Reads, interprets, and assures the documentation and filing of building and systems plans, specifications, and operation and maintenance manuals. Develops and/or procures plans, specifications, bid documents, estimates, schedules, and quotations
Ensures that all departmental programs are in compliance with accreditation standards, NFPA standards, hospital directives, and all other applicable government codes and regulations.
As designated, represents the hospital to outside agencies, organizations or companies on a wide variety of compliance issues relating to maintenance, operations, construction, safety, security and emergency planning.
Ensures the procurement of permits, and licenses needed for work/equipment under the department's purview. Prepares or coordinates a wide variety of reporting documents for internal and external administrative and regulatory review.
