Responsible for the organization, management, engineering direction, and control of long-range planning of building maintenance activities to ensure that Parkland has structurally sound, uninterrupted, and fully operational systems. Systems include: Plumbing, Electrical, HVAC, Buikding Automation (BAS), and special systems including nurse call, pneumatic tube system, and other areas as assigned.

Responsibilities:
1. Develops, assists, and manages corrective and preventive maintenance programs to repair or replace infrastructure components and reduce emergency repairs and breakdowns.
2. Develops long range plans, project specifications and contracts for services for various trades, to ensure Parkland provides attractive, safe, effective, and functioning facilities.
3. Provides engineering expertise to Facilities projects to ensure compatibility with the existing systems and code compliance while maintaining the flexibility within the infrastructure to meet changing needs of the healthcare industry.
4. Directly assists the Director of Engineering Services with departmental leadership in all Engineering operations including, Mechanical Systems, Mechanical Maintenance and Preventive Maintenance. Provides input in the selection, installation, operation, repair, and maintenance of all Engineering related electromechanical systems and building components installed in Parkland owned buildings to ensure uninterrupted and fully operational systems.
5. Manages contracts for various services and supplies in order to maximize efficiency and cost effectiveness and ensure adherence to the terms of the contract.
6. Provides input and monitors capital and operating budgets to ensure that Engineering Services department has the necessary funds to carry out the goals and objectives that have been established for the department.
7. Maintains a positive working relationship with contacts such as management, vendors, other hospitals, and employees to ensure effective departmental operations.
8. Serves on various interdisciplinary committees as assigned, to improve departmental and hospital-wide operation.
9. Oversees the daily operations and maintenance of the Transvac refuse and linen system, the Building Automation System (BAS), the pneumatic tube system, nurse call, electrical, HVAC and other critical building systems.
10. Fosters an environment of trust and servant leadership that provides a positive and encouraging environment through teamwork and collaboration.

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
Minimum Specifications
Education:
Must have a Bachelor's Degree in Electrical or Mechanical Engineering from an accredited university.
Master's degree preferred.
Experience:
Must have eight (8) years of directly applicable experience, to include three years of supervisory experience.
Prefer experience in a large, complex healthcare organization
Equivalent Education and/or Experience:
May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.
Certification/Registration/Licensure:
Preferred Certified Healthcare Facilities Manager (CHFM) issued by the American Hospital Association (AHA).
Must have registration as a Professional Engineer or Architect in the State of Texas.
Parkland Health first opened its doors in 1894 and is now one of the largest public hospital systems in the country. The hospital averages more than 1 million outpatient visits annually.
