Position Title: Contract Maintenance Manager (CMM)
Area of Requirement: DHA Region–Europe MTFs, Bavaria, Germany (Vilseck/Grafenwohr, Hofenfels, Stuttgart, Katterbach/Ansbach)
Scope of Position: As the prime contractor’s single point of authority for all Operations, Maintenance, Repair, and Facility Management support under this task order, the CMM directs daily O&M across multiple Bavaria MTF sites. The CMM holds full decision-making authority for work prioritization, emergency response (one-hour onsite), and contract compliance with TJC, NFPA, UFC, OSHA, EPA, and host-nation regulations. In this expanded role, the CMM also establishes cross-site standard operating procedures (SOPs), leads quarterly performance reviews, and integrates continuous improvement methodologies such as Lean and Kaizen into daily operations. The CMM mentors site-level maintenance leads, synthesizes lessons learned into contract amendments, and collaborates with DHA Region–Europe leadership to align local processes with broader DoD policies.
Essential Duties and Responsibilities:
Oversee all aspects of facility operations and maintenance across multiple medical treatment facilities, including building systems, utilities, and life-safety systems.
Ensure full compliance with applicable healthcare and safety standards, including The Joint Commission (TJC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Unified Facilities Criteria (UFC), and German DIN regulations.
Manage budgets, monitor expenditures, and negotiate vendor and subcontractor contracts to achieve cost efficiency and high performance.
Lead, mentor, and supervise multi-site maintenance and facility teams, promoting a culture of safety, accountability, and continuous improvement.
Develop and implement preventive and predictive maintenance programs for HVAC, electrical, plumbing, and other critical systems to ensure reliability and compliance.
Coordinate with healthcare staff and Department of Defense (DoD)/Defense Health Agency (DHA) representatives to minimize disruption to patient care and clinical operations.
Respond to emergencies within established timeframes; oversee continuity-of-operations planning and corrective actions following incidents.
Prepare and present regular performance and compliance reports to DHA Region–Europe and local authorities.
Required Qualifications:
Certified Healthcare Facility Manager (CHFM) certification from the American Hospital Association (AHA) preferred.
Minimum 5 years of experience in engineering, facilities management, or a related technical field, with at least 3 years in healthcare or medical facility operations.
Proven leadership experience managing multi-site operations under DoD or healthcare contracts.
In-depth knowledge of TJC, NFPA, OSHA, EPA, UFC, and German DIN standards.
English and German Language Proficiency (Level III) – read, write, and speak.
Ability and willingness to relocate or work within Germany.
